Answer: Good question!
To install the new vent, clamp the rivet retainer under the rivet with a retaining ring tool or pliers and then hammer the top of the rivet from the outside of the grill. That will tighten the rivet retainer onto the rivet. If it's too tight, just use a hammer to tap on the rivet from the inside of the grill and that will loosen the rivet retainer a bit so it will slide easier.
